On-site inspection at the port
Regulatory Content
Customs shall conduct on-site inspections of imported food products as required for supervision and management. On-site inspections shall include, but are not limited to, the following aspects:
1. Whether the means of transport and storage facilities meet safety and hygiene requirements;
2. Whether the container number, seal number, labeling on inner and outer packaging, and actual condition of the goods match the declared information and accompanying documentation;
3. Whether food of animal or plant origin, packaging materials, and dunnage exhibit any circumstances specified in Article 22 of the Implementing Regulations of the Law on the Quarantine of Animals and Plants at the Borders;
4. Whether inner and outer packaging conform to national food safety standards, and whether contamination, damage, moisture penetration, or leakage exists;
5. Whether labels, markings, and instructions on inner and outer packaging comply with laws, administrative regulations, national food safety standards, and requirements stipulated by the General Administration of Customs;

6. Whether the sensory characteristics of the food meet the expected attributes for that food;
7. For frozen and refrigerated foods: whether freshness and core temperature meet requirements; whether pathological changes are present; whether cold storage temperatures comply with relevant standards; whether cold chain temperature control equipment operates normally; whether temperature records meet requirements. Boiling tests may be conducted when necessary.
