Detailed Rules for Importing Agricultural Products
I) Checking whether a grain type and its country/region of origin have been granted market access
For the first import of a specific grain type from an exporting country or region, the official competent authority of that country or region must submit a written application to the General Administration of Customs. This application must include technical documentation detailing the types of pests encountered during cultivation, storage, and transportation of that grain, the severity of infestation, pest control measures implemented, and the quality and safety control system in place.
Where can I find the approved list?
The list of permitted grain types and their source countries/regions is available on the General Administration of Customs website → Animal and Plant Quarantine Department → Animal and Plant Quarantine Requirements and Alert Information → List of Approved Imported Agricultural Products.
(II) Registration System for Overseas Production, Processing, and Storage Enterprises
Overseas grain production and processing enterprises subject to registration management shall be recommended to the General Administration of Customs by the competent authorities of their exporting countries or regions after passing their review. Upon receiving the recommendation materials, the General Administration of Customs shall conduct a review and confirmation. Overseas production and processing enterprises from countries or regions that meet the requirements shall be registered.
