3. If the testing agency and customs declaration consignee differ, provide a purchase agreement between the two parties.
When declaring, clearly note in the remarks section: This shipment does not fall under the controlled goods listed in Joint Announcement No. 18 of 2025.
Such goods are currently subject to enhanced customs scrutiny. Exporters are advised to file declarations well in advance.
