Customs clearance process for prepackaged food 

The following is the detailed process of customs clearance for prepackaged food:

1. Enterprise qualifications for the record: the importer first needs to have the right to import and export business, and in the Customs for the record. According to the “Customs declaration unit registration regulations”, the enterprise needs to submit to the local customs business license, foreign trade operators record registration form and other materials to complete the registration of customs declaration unit 3.

2. Product access audit: Not all foreign prepackaged food can be freely imported. Importers need to confirm whether the target product is within the “Imported Food Access List” 3.

3. Registration of foreign producers: According to the regulations, foreign producers exporting food products to China need to be recommended by the official authorities of the country where they are located and registered in China3 .

4. Chinese labeling design: prepackaged food must be labeled with Chinese labels that comply with national standards, including: name of the food, list of ingredients, net content, date of production, shelf life, country of origin, agent information and so on. Label design needs to comply with the requirements of GB77182011 “National Standard for Food Safety General Rules for Labeling of Prepackaged Foods” 3.

5. Document Preparation: Import customs declaration needs to submit the following core documents: contract, INVOICE, packing list, bill of lading and other trade documents; certificate of origin (such as enjoying tariff preferences need to provide preferential certificates of origin such as FORME); health certificates (need to be issued by the exporting country's official); nutrient content test report (need to comply with the standards); labeling of imported food for the record voucher 3.

6. E-declaration: Enter the customs declaration information through the International Trade Single Window System and submit scanned copies of accompanying documents3.

7. Arrival of goods in port: after the arrival of imported prepackaged food in domestic ports, the first need to carry out the dock for the operation, that is, with the original bill of lading or electric release bond for the bill of lading2.

8. Imported prepackaged food inspection: submit complete information to the customs and inspection and quarantine departments, apply for import inspection procedures. The inspection and quarantine department will carry out sampling or full inspection of the goods to ensure that the products meet the domestic food safety standards2.

9. Imported prepackaged food customs clearance: imported prepackaged food through the inspection and quarantine, you need to submit customs declarations and related information to the Customs for import customs clearance procedures. Customs will examine the customs declaration and issue a tax bill. The importer has to pay customs duty and other taxes according to the tax bill2.

10. Customs inspection and release of imported prepackaged food: Customs may need to inspect the goods to confirm that the goods are consistent with the information in the customs declaration and no violation of the law, to be released 2.

11. Commodity Inspection Bureau out of the inspection and quarantine health certificate: inspection and quarantine departments in the release of goods, will issue inspection and quarantine health certificate, proving that the product meets the domestic food safety standards, can be marketed 2.
