Announcement on Requirements for Overseas Enterprises to Declare Imported Agricultural Products

I. In accordance with the International Standards for Phytosanitary Measures, the General Administration of Customs conducts quarantine risk analysis on imported agricultural products. Based on international practices, it determines and publishes the Catalogue of Imported Agricultural Products Requiring Official Recommendation and Registration from Overseas (hereinafter referred to as the Catalogue). The catalogue can be accessed at http://dzs.customs.gov.cn/dzs/2747042/6787828/index.html. Importers shall ensure that agricultural products listed in the Catalogue originate from overseas enterprises with valid registration status as announced by Customs.

Registered overseas enterprises may be queried via the “List of Overseas Enterprises Registered for Quarantine of Inbound Animals, Plants, and Related Products,” accessible at http://dzs.customs.gov.cn/dzs/2747042/6787828/index.html. Alternatively, inquiries can be made through the “Animal and Plant Inspection Information Query” function under the “I Want to Check” section of the “Internet Plus Customs” platform. The query address is https://online.customs.gov.cn/ociswebserver/pages/dzjxxcx/index.html.

 

III. When importing agricultural products listed in the importer's declaration, the Chinese registration number (China Registration Number) of the overseas enterprise under the “Certificate for Registration of Overseas Enterprises Engaged in the Production, Processing, and Storage of Imported Animals, Plants, and Their Products” section (License Category Code 302) in the “Product Qualification” field of the customs declaration form or filing list. For declarations involving multiple commodity items, the corresponding Chinese registration number (China Registration Number) must be filled in for each item.

 

This announcement shall take effect on December 15, 2025.
